I am a Co-owner and Managing Director of the Non-Government, Non-Commercial Organization, the Institute of Education Development in the sphere of Governing and Communications “CAPITAL”. My job required collecting and analyzing a large amount of data, automation, inventions, and innovative proposals for various scientific and
industrial complexes. The introduction of a control system and automation of processes created new
devices accompanied by designs and active international cooperation.
As My first remarkable achievement, I can consider the team research of SRI “HidroProject,” Moscow under the direction of Doctors of Science: A. P. Kirilov, V. B. Nikolaev, L. K. Luksha in the field of Nuclear energy and Atomic Power Plant construction. The results of long-term tests and calculations of the strength characteristics of elements.
The second significant achievement in information and communication technologies is transforming the scientific and industrial complex of the Soviet Union (Newly Independent States) into international integrated technological processes. I worked as a senior expert of the Association for the Development of Information Technologies, under the leadership of Academician A.P. Velikhov, created by the USSR’s Government.
The third successful project is related to the development of banking and financial institutions in Russia (Central Bank of Russia), Belarus (National Bank), and other Eurasia countries. Vladimir Biruk
took part in creating eight stock exchanges, several commercial banks, and the banking system. He
was the initiator and leader of the Belarusian Interbank Currency Exchange.
Over the past two decades, his work has been carried out for international organizations such as the World Bank (Doing Business Project 2002-2021), the European Commission, technical assistance projects for Central Eastern Europe (TACIS Project), and Know-How Fund (UK).
Consulting and Education activities are: Qualified as a Certified Management Consultant (IMC USA) since 2009 and in the Republic of Belarus (PO BOMAC), which complies with ISO / IEC 17024 standards and ICMCI principles; Professor at the American On-Line LIGS University, leading universities in Belarus, Russia (RANEPA).
